Sizes are for newborn to 14.

3-8 yards tulle depending on size
3/4" non-roll elastic
Rotary cutter and mat or scissors and measuring device
Hand sewing needle
Iron and ironing board
Spray starch (optional)
Embellishments such as ribbon, silk flowers, buttons, etc. for decorating the waistband (optional)
